to be short and summarize multiple postings in this forum;
phpanywhere is not compatible with filezilla ftp server.
Most likely candidate for the issues is the PROT command.

Developer, I challenge you to install filezilla server,
or request an account at mine, and fix the problem.
If you can. It looks to be a relatively simple fix,
depending on the ftp implementation of phpanywhere.
